Urban densification, renovation and civil engineering work now take place right in the middle of residential areas – with windows just a few metres away. Here, a well-thought-out noise control concept decides whether the site runs smoothly or whether complaints, measurements and working-time restrictions wreck the schedule. The following limit values refer to regulations in Germany (AVV Baulärm, the German administrative regulation on construction noise); other countries apply their own limit values.
Immission limit values by area type (AVV Baulärm, Germany)
- Industrial areas: 70 dB(A) daytime / 70 dB(A) at night
- Commercial areas: 65 / 50 dB(A)
- Core, village and mixed-use areas: 60 / 45 dB(A)
- General residential areas and small-holding areas: 55 / 40 dB(A)
- Purely residential areas: 50 / 35 dB(A)
- Spa areas, hospitals, care facilities: 45 / 35 dB(A)
Daytime is 7 a.m. to 8 p.m. If the limit value is exceeded by more than 5 dB(A), the authority is expected to order measures. The full text is available from Umweltpakt Bayern (AVwV Baulärm); an overview of possible measures is provided in the study “Lärmminderung im Baubetrieb” (noise reduction in construction operations) by the German Environment Agency (Umweltbundesamt).
Package of measures for construction sites in residential areas
- Noise barrier mats on the construction site fence around the entire plot – Premium version facing the residential buildings, Standard on non-critical sides.
- Mobile steel noise barrier or inflatable noise barrier at stationary sources (crane and site set-up, crushers, generators).
- Acoustic sheeting on the scaffold for façade and roofing work.
- Printed mats with information for residents (“Coming soon: … – construction until …”) as part of your neighbourhood communication.
- Schedule noise-intensive work during core working hours and inform residents in advance.
Frequently asked questions about construction noise in residential areas
Which limit values apply in a general residential area in Germany?
Under the German AVV Baulärm: 55 dB(A) during the day (7 a.m. to 8 p.m.) and 40 dB(A) at night, measured 0.5 m in front of the open window of the most affected room.
When do official restrictions become likely?
If the limit value is exceeded by more than 5 dB(A), the authority is expected to order measures – from quieter methods and acoustic screening through to working-time restrictions.
Does noise control help legally in the event of complaints?
Yes. Verifiable mitigation measures such as noise barrier mats demonstrate that the client is complying with the state of the art, and authorities take them into account when weighing up a case.
What is the best way to inform residents?
With a notice or letter before construction starts (construction period, noise-intensive phases, contact person) and printed fence mats with project information. Transparent communication significantly reduces the number of complaints.
Which version for a project lasting more than 6 months?
For long project durations, buying Premium mats (23 dB) pays off; they are weatherproof, UV-resistant and can be reused on subsequent projects.
